It's a Fire Elemental Ghost, so you'll need to shoot him with water to cool his heart of flames. There is a water element above the toilet you can suck up to charge up your vacuum cleaner. Note the 'Monsters' poster on the wall. If you tug on it with the vacuum cleaner it will change into a poster of a big Boo.

This will hurt Luigi and doesn't actually do anything, but it is cool. Head to the room on the opposite side of the hall. Shake the chair and zap the ghost. She'll try to spray you with water when you pull back the curtain, so it's best to pull it back standing against the left wall. To get her heart to show, spray her with ice and then start suckin'. You'll get a key to a room on the first floor. Before heading there, head to the Twins' Room on the second floor. To get there, you'll need to get back to the Foyer.

Now's a good time to go downstairs and use the key to the hallway you got in the Rec Room. Head to the foyer and then head upstairs.

Take the door to the left and unlock the door to the Twins' Room. You'll need to get it spinning. The best way to do this is aim at one of the planes and run with it as it spins. Once it spins a few times the Twins will appear.

They'll challenge you to a game of hide and seek. Go outside and then come back into the room. There are five boxes on the floor and the Twins are hiding in two of them. If you use your vacuum on the boxes, you can figure out which one has the Twins inside. The boxes that shake contain the Twins. Open them by pressing A. The Twins won't be happy you found them and will attack.

One drives a race car and the other takes to the air in a plane, dropping bombs. To defeat them, suck up the vehicle and then suck up the ghost. It's easier to get rid of the race car first and then take out the kid in the plane. When the room is cleared, you'll get a chest with Mario's shoe in it. Head downstairs and through the double doors in the Foyer. Head to the last unlocked door on the first floor.
